It also fulfills most of the goals of the project. A Environmentally Preferable Alternative is superior to Alternatives that don't meet Environmental Quality Standards

The Environmentally Preferable Alternative to the Project also reduces the amount of noise and development generated by the Project. It also reduces earth movement, site preparation, construction and noise pollution in areas that have sensitive land uses. The Alternative to the Project is more eco-friendly than the Proposed Project. It could be included in the General Plan to address land use compatibility issues.
