A different alternative that has a higher density of residents would result in an increased demand for public services. Additional mitigation measures could be required. The increased residential intensity of the alternative is more environmentally harmful than the Proposed Project. To determine which option is the most environmentally sustainable the environmental impact assessment must consider the factors that affect the environmental performance of the project. The Proposed Project would cause significant impacts on the biological, cultural and natural resources of the area. The Environmentally Preferable Alternative would reduce these impacts and help to create an intermodal transportation system that reduces dependence on traditional vehicles. The Environmentally Preferable Alternative would produce similar impacts on air quality, but would be less pronounced regionally. Both options could have significant and unavoidable effects on the quality of air. However, the Environmentally Preferable Alternative is preferred for the Proposed Project.

It is essential to identify the Environmentally Preferable Alternative. In other terms the Environmentally Preferable Alternative is the alternative that has the least environmental impact and has the least impact on the community. It also meets most of the objectives of the project. An environmentally Preferable Alternative to the Project is a better choice than a substitute that doesn't Meet Environmental Quality Standards

The Environmentally Preferable Alternative to the Project also reduces the amount of noise and development generated by the Project. It reduces earth movement as well as site preparation, construction, and noise pollution in areas with sensitive land uses. The Alternative to the Project is more environmentally friendly than the Proposed Project. It could be included in the General Plan to address land use compatibility issues.
