NPAs do not just aid in planning for the long term, but also provide benefits in short-term investment. Therefore, the regulatory frameworks for utilities should incorporate NPAs into their planning processes. This will benefit all involved and assist utilities in optimizing their short-term investments.

Electric utilities have traditionally been either a seller or buyer of renewable energy. Some vertically integrated utilities have entered into power purchase agreements with independent power producers. However, they have not built their own projects or integrated them into their rate base. They therefore earn a return on the equity they invested in transmission lines and power plants.
